Local Law 152 of 2016, effective January 1, 2020, requires periodic inspections of gas piping systems in all buildings in New York City, excluding small residential buildings with fewer than four dwelling units. Enacted in response to a series of devastating gas explosions, this law mandates that building owners hire a Licensed Master Plumber (LMP) or a qualified individual working under an LMP to inspect all exposed gas piping from the point of entry to individual tenant spaces. Inspections must be completed on a four-year cycle, with buildings assigned specific deadlines based on their community district. The results must be filed with the NYC Department of Buildings, and any conditions posing an imminent hazard must be reported to the utility company and DOB immediately.
Non-compliance with Local Law 152 can result in civil penalties of $10,000 for failure to have the inspection performed and an additional $5,000 for failure to file the required report. If an imminent hazard is discovered and not immediately reported, building owners face fines up to $25,000 and potential criminal liability.

A Licensed Master Plumber visually inspects all exposed gas piping from the point of entry into the building through to individual unit connections. They check for leaks, corrosion, improper supports, illegal connections, and any conditions that could pose a safety hazard. The inspector then files a report with the DOB.
